My local library has decent WiFi but unfortunately it doesn't allow you to visit every webpage including youtube ,Facebook etc.I was wondering is there I way I can allow full access fromy android phone or laptop?

Depending on how the network is configured, you can try a vpn or a proxy. If they are blocked, try using a different port if available. If not, you can also tunnel your connection to a ssh server setup at home and run on any port that is permitted by the library firewall. This way your traffic will also be encrypted from library to home, even if website does not support https (connection between home and target will be still unencrypted, if not https anyway).
When using public wifi it's always a good idea to use an encrypted channel to a safe place. And stay away from free vpn like hola.
Well isn't it simple if you can download browser plugin just like anonymox?
But i'm not sure it's secure enough
