Hello guys I want to ask can I create a payload with metasploit which can activate internet of the victim's phone automaticaly....

I think it's easier than it looks. The first step is to manually embed payloads to one .apk file. You would be able to: 1) Manually Create a TCP Reverse Connection and 2) You can add java code to activate automatically the internet.

In some android phones(mostly the latest one), have a rule which stop the bots for activating internet no more than 4 times in some minutes.
